Cloudflare's Open Agentic Internet Blueprint: Readable, Discoverable, Callable, and Payable Web

Yet with the rapid rise of autonomous AI agents, the term finally matches its literal definition: a software program acting directly on behalf of a human user (the user’s agent).
According to Cloudflare’s global telemetry, billions of requests from well-behaved AI bots re-fetch pages that have not changed at all. Servicing machine visitors with user interfaces designed for human eyeballs creates massive token waste and uncompensated edge compute load.
To bridge the growing divide between AI scrapers and web publishers, Cloudflare recently outlined its blueprint for an Open Agentic Internet. This article examines the open protocols, edge architecture, and economic primitives driving this transformation across four dimensions: Readable, Discoverable, Callable, and Payable.
The Core Challenge: Machine Visitors in Human UI Spaces
AI agents represent a fundamentally new visitor persona. They bypass CSS layout, ignore tracking scripts, and never skim hero banners. However, behind every legitimate agent request sits a paying human user or enterprise customer.
Blocking agents outright risks alienating valuable customers. Conversely, treating agents like legacy scrapers burns bandwidth and compute without traditional ad revenue or subscription conversion.
Cloudflare’s Open Agentic Internet framework addresses this friction through open standards organized into four pillars:
- Readable: Delivering clean content optimized for LLM context windows with minimal token cost.
- Discoverable: Enabling agents to discover tools, APIs, and content through structured search interfaces.
- Callable: Exposing native interaction contracts directly to agents instead of relying on brittle DOM parsing.
- Payable: Integrating open micro-payment mechanisms so content and API consumption receive instant compensation.
The Four Pillars of the Open Agentic Internet
1. Readable: Server-Side and Client-Side Token Efficiency
Standard HTML pages wrap content in heavy markup, styling rules, and client-side logic. For AI agents, reading raw HTML inflates token consumption and pollutes context windows.
- Markdown for Agents: Server-side negotiation allows websites to serve clean Markdown directly to recognized agents, cutting parsing overhead.
- Kitesurf: Cloudflare’s lightweight, headless browser built to run inside Workers edge nodes. Spun up per request and destroyed immediately after, Kitesurf strips human UI bloat while rendering necessary dynamic pages.
2. Discoverable: Agentic Search and AEO Visibility
Agents discover resources differently than humans typing into a search box.
- AI Search: Standardized search interfaces allowing agents to query public sites directly using structured queries.
- Agent Engine Optimization (AEO): Measures brand and documentation visibility across major LLMs and agent frameworks. Sites invisible to agentic search risk becoming effectively offline for machine-assisted users.
3. Callable: Native WebMCP and Code Mode Tool Exposure
Rather than simulating mouse clicks on dynamic DOM elements, WebMCP allows web applications to register structured Model Context Protocol tools directly in the browser runtime:

When an agent visits the page, it reads available tools from document.modelContext and executes them safely within the active user session. Paired with Code Mode, agents can write concise code snippets to execute batch tool calls with higher accuracy and efficiency.
4. Payable: x402 Micro-Payments and Monetization Gateways
Ad-supported models break when visitors don’t view ads, and monthly seat licenses fail when visitors are ephemeral software agents. The Open Agentic Internet leverages x402, an open micro-payment standard built on HTTP 402 Payment Required.
Agents arrive with user-configured digital wallets and budget boundaries. When accessing monetized content or premium APIs, the edge proxy issues an HTTP 402 challenge. The agent settles fraction-of-a-cent micro-transactions instantaneously to unlock access.

Differentiating legitimate customer agents from unauthorized scrapers requires robust cryptographic identity:
- Web Bot Auth: Cryptographically signs HTTP requests from AI agents, verifying agent identity and operator origin to prevent User-Agent spoofing.
- PACT (Private Access Control Tokens): Developed in collaboration with Mozilla, Google, Microsoft, and Shopify. PACT lets trusted origin sites issue anonymous proof-of-trust tokens, allowing agents to navigate secondary sites without exposing sensitive user identity.
Strategic Roadmap for Engineering Teams
Engineering and product leaders preparing for agentic web traffic should consider a phased adoption path:
